摘要
自然资源交易改革是推进生态文明建设的重要改革任务,是实现“两山”转化的重要举措,对合理开发利用和保护自然资源具有重要意义。基于对自然资源资产交易改革相关政策、事件等的梳理,探索自然资源资产交易改革的功能定位,并从交易标的、结构定位、时空维度和“人”的维度等方面分析其与公共资源交易改革的关系;最后,提出从市场的宽度、深度和时空维度着手,建立多品种、深层次、跨区域、历代际、多主体参与的自然资源资产交易平台,为统筹推进生态文明体制改革提供可行的思路。
The reform of natural resource assets trading is an important reform task to promote the construction of ecological civilization and a significant action to realize the transformation of “two mountains”.It is of great significance to the rational development,utilization and protection of natural resources.By sorting out the relevant policies and events of natural resource assets trading reform,this paper explores its functional orientation and analyzes its relationship with the public resource trading reform from the aspects of transaction object,structural positioning,spatial-temporal dimension and “human” dimension.Finally,this paper proposes to establish a multi-variety,deep-level,cross-regional,inter-generational,multi-subject natural resource assets trading platform based on the width,depth and space-time dimension of the market.It provides feasible ideas for overall promoting the reform of ecological civilization system.
