摘要
城市治理是治理体系和治理能力现代化的重要组成部分。城市治理必须遵循社会发展规律,适应我国社会主要矛盾转化的要求,保障城市民众的权利与尊严。城市治理以社会主要矛盾转化为基本线索,同时还融入民主、法治、公平、正义、安全、环境等基本价值,完成了从精英治理向协商民主治理、从人治向制度公平治理、从维稳治理向安全治理的转型,从而实现城市善治。
Urban governance is an important part of the modernization of governance system and governance capacity.Urban governance must follow the laws of social development,meet the requirements of transformation of major social contradictions in China,and ensure the rights and dignity of urban people.Urban governance takes the transformation of the main social contradictions as the basic clue,and at the same time integrates the basic values of democracy,the rule of law,fairness,justice,security and the environment.It has completed the transformation from elite governance to consultative democratic governance,from human governance to institutional fair governance,and from stability maintenance governance to security governance,thus achieving good urban governance.
