摘要
社会组织作为新时代实现城市善治的重要力量,在城市治理实践中发挥着整合多样社会资源、提供优质公共服务、协调社会复杂矛盾、动员公众参与治理等独特作用。但同时社会组织参与城市治理创新也存在自身建设与发展能力不足、城市治理体制机制有待完善、城市空间复杂性增大整体治理难度、公众对社会组织治理认可度较低等现实困境。对此,需要基于重视自身建设、优化制度机制设计、坚持多元协同共治理念、积极借鉴治理经验等提升社会组织参与城市治理创新的实际成效,以充分彰显社会组织作用,为推进我国城市治理现代化服务。
As an important force to achieve good urban governance in the new era,social organizations play a unique role in the practice of urban governance,such as integrating diverse social resources,providing high-quality public services,coordinating complex social contradictions,and mobilizing the public to participate in governance.However,at the same time,there are also many practical difficulties in the innovation of urban governance of social organizations,such as the lack of self construction and development capacity,the need to improve the urban governance system and mechanism,the increasing difficulty of overall governance with the complexity of urban space,and the low public recognition of social organizations governance.Accordingly,it is necessary to improve the actual efficiency of social organizations participating in urban governance innovation based on paying attention to their own construction,optimizing the design of systems and mechanisms,adhering to the concept of multiple collaborative governance,and actively learning governance experience,so as to fully highlight the role of social organizations and serve the modernization of urban governance in China.
