摘要
组织振兴是实现乡村振兴的核心。准确把握组织振兴的重要定位对巩固拓展脱贫攻坚成果和全面推进乡村振兴有重要意义。在梳理现有研究的基础上,以河北省脱贫村D村为例,探讨组织振兴促进脱贫攻坚与乡村振兴衔接的实践逻辑。在实践过程中,D村基层党组织通过推进村级治理现代化、促进村民持续增收以及构建防止返贫保障制度等方式推动经济、社会和文化协同发展。基于上述实践逻辑的脱贫村组织振兴有助于激发村庄内生发展动力,守住防止规模性返贫底线,最终实现乡村产业、人才、文化、生态和组织的全面振兴。
Organizational revitalization is the“first project”and the core of rural revitalization.It is of great significance for the consolidation and expansion of the achievements of poverty alleviation as well as the comprehensive promotion of rural revitalization to accurately understand the important orientation of organizational revitalization.Based on the review of the existing research, taking D Village, a poverty-alleviated village in Hebei Province, as an example, the paper discusses the practical logic of organizational revitalization promoting poverty alleviation and rural revitalization.The grassroots Party organization of D Village promotes the coordinated development of economy, society and culture through modernizing village-level governance, improving villagers’ income, and establishing a security system to prevent poverty return.The organizational revitalization of the poverty-alleviated villages based on the above practical logic is conducive to stimulating the endogenous development power of the villages, keeping the bottom line of large-scale poverty return, and finally realizing the comprehensive revitalization of rural industries, talents, culture, ecology and organizations.
