How to Promote High-quality Development of Grass-roots Community Governance in the New Era?——The Exploration based on the“Empowerment-Capacity Aggregation-Homing”Path

摘要提高社会治理特别是基层治理水平,不仅是探索中国特色社会主义社会治理之路,更是夯实基层社区治理现代化“中国之治”的基石。社区作为城市治理的基本单元,更是社会治理问题的集聚区和社会矛盾的高发地,推进新时代基层社区治理的高质量发展,迫切需要构建有效的多元治理机制。高质量发展是基层社区治理的时代命题,在探讨基层社区治理的发展进程中,针对基层社区治理转型中面临的新问题、新挑战,构建“赋权—聚能—归位”的推进路径,能够有效回应当前社区治理的时代发展趋势。实现“赋权—聚能—归位”有效互动的关键在于利用好、整合好制度赋权的保障动能、主体赋权的合力动能、技术赋权的智慧动能、能力赋权的能量动能和环境赋权的生态动能等五个方面。 Improving the level of social governance,especially grass-roots governance,is not only to explore the road of socialist social governance with Chinese characteristics,but also to consolidate the foundation for the modernization of grass-roots community governance“the governance of China”.As the basic unit of urban governance,the community is also the gathering area of social governance problems,and it is also the high incidence place of social contradictions.China to promote the high-quality development of grass-roots community governance in the new era,communities urgently need to build an effective multi-governance mechanism.Highquality development is the new proposition of grass-roots community governance.Aiming at the new problems and new challenges faced in the transformation of grassroots community governance,we build the“Empowerment-Capacity Aggregation-Homing”path,which can effectively respond to the current development trend of community governance in the process of discussing the development process of grassroots community governance.The key to realizing the effective interaction of“Empowerment-Capacity Aggregation-Homing”lies in making good use of and integrating the guarantee capacity of institutional empowerment,the aggregating capacity of subject empowerment,the intelligent capacity of technological empowerment,the impetus capacity of capability empowerment and the ecological capacity of environment empowerment.
