摘要
数字技术的日益成熟,推动着乡村治理数字化、智能化及网络化转型。在乡村治理转型过程中,作为乡村治理的重要主体,农民的有效参与对提高乡村治理效能具有重要作用,而数字素养水平是决定农民能否有效参与乡村治理的关键因素。文章通过构建“农民数字素养—社会资本—乡村治理参与”分析框架,使用2022年中国土地经济调查(CLES)相关数据,采用Oprobit模型及CMP方法实证分析农民数字素养对乡村治理参与的影响及其作用机制,并特别关注该过程中社会资本的作用机制以及数字基础设施建设水平的差异化影响。研究结果显示:农民数字素养对乡村治理参与具有显著正向影响,该结论经内生性检验与稳健性检验后依然成立;社会资本在农民数字素养与乡村治理参与中起到中介作用;在高数字基础设施建设水平条件下,农民数字素养对乡村治理参与的影响更为显著。为促进农民参与乡村治理,提升乡村治理效能,文章提出健全农民数字素养培育体系、完善乡村地区数字基础设施建设、拓宽农民参与乡村治理渠道等政策建议。
The growing sophistication of digital technologies is driving the digital,intelligent,and networked trans-formation of rural governance.In this context,farmers,as key participants in rural governance,play an essential role in en-hancing its effectiveness.A critical factor determining their ability to contribute effectively is their level of digital literacy.This paper constructs an analytical framework of“farmers'digital literacy—social capital—rural governance participa-tion”to explore this dynamic.Using data from the 2022 China Land Economic Survey(CLES)and applying the Oprobit model alongside the CMP method,the study empirically examines the impact of farmers'digital literacy on their participa-tion in rural governance and the mechanisms behind this relationship.Particular attention is given to the role of social cap-ital and the differentiated impact of digital infrastructure development.The findings reveal that farmers'digital literacy has a significant positive effect on rural governance participation,a conclusion that holds even after robustness and endogen-ous tests.Social capital is shown to mediate the relationship between digital literacy and governance participation.Addi-tionally,under conditions of advanced digital infrastructure,the effect of digital literacy on governance participation is even more pronounced.To enhance farmers'involvement in rural governance and improve its efficiency,the paper offers several policy recommendations,including strengthening systems for cultivating digital literacy,improving digital infra-structure in rural areas,and expanding avenues for farmers'participation in governance.
