摘要
习近平总书记强调“法治是最好的营商环境”,而全面依法治国的重点任务和主体工程正是法治政府建设。2020年1月1日起施行的《优化营商环境条例》,标志着我国市场化、法治化、国际化营商环境建设进入了新阶段。尽管近年来国家在法治政府建设进程中取得了明显成效,但仍有亟待完善之处。政府是优化营商环境的责任主体,打造优质的政务环境,是优化营商环境的重中之重。本文就如何以市场主体期待和需求为重要导向,进一步加快建设法治政府提出了若干建议。
General Secretary Xi emphasized that“the rule of law is the optimal business environment”.Thus the construction of a government under the rule of law is the key task of comprehensively governing the country by law.The“Regulations on Optimizing the Business Environment”,which came into effect on January 1,2020,marked a new stage of market-oriented and legalized business environment.Although remarkable progress has been made in the rule of law in recent years,there is still an urgent need for improvement.Creating a high-quality political environment is the top priority for optimizing the business environment,for which the government is responsible.In view of this,this paper puts forward some suggestions on further accelerating the construction of a“rule of law”government with the expectations and demands of market players as an important guide.
