摘要
近年来,我国铁路专用线建设投资力度逐渐增强,专用线承担的铁路货物发送量逐渐增加,但大多数铁路专用线场站管理水平不高,限制了专用线工作效率的提高。通过阐述提高铁路专用线场站管理质量的意义,剖析专用线场站作业管理等方面存在的问题,运用层次分析法和模糊综合评价法相结合的评价方法,对铁路专用线场站管理水平进行评价。以昆明局集团公司管内十里村站云南云天化红磷化工有限公司专用线为例,建立评价模型,计算评价结果,提出铁路专用线场站管理水平的提升策略,即基于信息技术,结合专用线基础设备情况及运输需求等,设计铁路专用线场站管理系统,提升铁路专用线场站管理质量。
As the investment in the construction of railway private sidings in China has expanded in recent years,the share of railway freight volume held by private sidings climbed progressively.However,most railway private sidings are faced with poorly-managed yards that hinder the improvement of their operational efficiency.This paper expounded the significance in elevating the yard management quality of railway private sidings,pointed out the problems in the operation management of the yards,and proposed an evaluation method combining the analytic hierarchy process(AHP)with fuzzy comprehensive evaluation(FCE)to evaluate the yard management level of railway private sidings.An evaluation model was developed and calculated with the private siding of Yunnan Yuntianhua Red Phosphorus Chemical Co.,Ltd.at Shilicun Station of China Railway Kunming Group Co.,Ltd.as an example to obtain the evaluation results.A strategy for elevating the yard management level of railway private sidings was proposed,namely to design a yard management system for railway private sidings by leveraging the information technology and taking into account the infrastructure condition of private sidings and transportation requirements,thereby elevating the yard management quality of railway private sidings.
