摘要
我国产业链、供应链均处于中低端水平,部分基础产品和技术严重依赖进口,关键环节存在“卡脖子”风险,高端制造产业链缺乏龙头企业,无法起到引领和把控作用。华为落户苏州,为苏州芯片和软件产业实现强势突破带来了机遇。通过对微软、谷歌、高通等跨国企业龙头作用及产业链研究,对比华为等国内相关企业产业链及华为龙头作用的分析,从企业产品研发、产业链配套、市场开拓、人才培养、数字化转型及惠企政策落实等方面提出建议和对策。基于华为引领,苏州先行先试,打造苏州创新集群,构建苏州国际顶级科产学经产业链,不仅为苏州带来巨大的经济效益,而且带来全新的社会效益。
China’s industrial chain on supply side is at the middle or low-end level.Some basic products and technologies are heavily dependent on imports,and there is a risk of crucial vulnerability in key links.There are few leading enterprises in high-end manufacturing industry chain,thus unable to play a leading and controlling role.These are crucial problems that call for urgent solution in China.The settlement of Huawei in Suzhou has brought opportunities for strong breakthroughs in chip and software industries.Through the research on the leading role and industrial chain of multinational enterprises such as Microsoft,Google and Qualcomm,and the analysis of the leading role of Huawei and other domestic enterprises,this paper puts forward suggestions and countermeasures from the respects of enterprise product R & D,industrial chain support,market development,talent training,digital transformation and the implementation of preferential policies.Based on Huawei’s leadership,it is suggested to take the lead in building Suzhou’s innovation cluster and international top industrial chains in science,industry,education and economy in the hope of bringing huge economic returns to Suzhou and brand-new social benefits.
