摘要
在国内外复杂形势下,我国经济发展面临需求收缩、供给冲击、预期转弱三重压力,下行风险骤增,迫切需要提升政府投融资效能,充分发挥基建托底经济增长的作用。文章结合当下现状、中央最新精神以及近年来政府投融资实践,多方位阐述了提升政府投融资效能的现实紧迫性,从政府投融资项目法人治理结构不健全、管理者专业性不足、监管方式不完善等角度对效能不高问题进行了剖析,并提出提升决策科学性、优化建设环节管理、完善相关制度等建议,为下一步切实提高政府投融资效能提供参考路径。
Under the complex situation at home and abroad,China’s economic development is facing the triple pressure of shrinking demand,supply shock and weakening expectations,and the downward risk has increased sharply.There is an urgent need to improve the efficiency of government investment and financing and give full play to the basic role of infrastructure in the economy.Combined with the current situation,the latest spirit of the Central Government and the practice of government investment and financing in recent years,this paper expounds the urgency of improving the efficiency of government investment and financing,analyzes the problems of low efficiency from the perspectives of imperfect corporate governance structure of government investment and financing projects,insufficient professionalism of managers,imperfect supervision methods,and puts forward suggestions to improve the scientificity of decision-making,optimize the management of project construction and improve systems,so as to provide a reference path for improving the efficiency of government investment and financing in the next step.
