摘要
概念是党内法规中最小的单位,党内法规的制定、执行、监督、追责等环节都离不开对概念的解读与应用。党内法规概念体系是通过界定概念的内涵外延和概念之间的逻辑关系,将概念按照一定的秩序和逻辑结合而形成的体系。党内法规的双重性质决定了其概念体系既要符合“法”规范属性的基本要求,也要符合党的政治属性要求。党内法规概念体系的特殊性在于政治话语是党内法规概念的重要来源,政治逻辑决定党内法规概念体系的基本框架,党的政治原则是党内法规概念体系的价值引领。在此认知基础上,构建党内法规概念体系应以抽象概念和价值引导为基本方法,逐步构建含义确定、逻辑清晰、价值统一的党内法规概念体系。
Concept is the smallest unit in party regulations,and the interpretation and application of concepts are inseparable from the formulation,implementation,supervision and accountability of party regulations.The concept system of party regulations is a system formed by defining the connotation and extension of concepts and the logical relationship between concepts,and combining concepts according to a certain order and logic.The dual nature of party regulations determines that its concept system should meet the basic requirements of the normative attributes of“law”and the political attributes of the party.The peculiarity of the concept system of party regulations is that political discourse is an important source of the concept of party regulations,political logic determines the basic framework of the concept system of party regulations,and the political principles of the party are the value guidance of the concept system of party regulations.On the basis of this cognition,the concept system of party regulations is constructed with abstract concepts and value guidance as the basic method,and the concept system of party regulations with definite meaning,clear logic and unified value is gradually constructed.
