摘要
构建一体推进不敢腐、不能腐、不想腐体制机制对于反腐败工作具有重大意义。当前,在构建过程中存在不敢腐、不能腐、不想腐的意识尚未深入人心,实施过程中尚未做到内在统一,法律保障机制仍有待完善等问题。因此,需要完善领导机制、监督机制与工作机制,科学构建不想腐的保障机制,优化相关法律与其他规范性文件之间衔接机制,构建多元化腐败惩戒与预防机制。
It is of great significance to construct a system and mechanism of promoting “dare not to corrupt, cannot or do not want to corrupt”. At present, there are still some problems in the construction process, such as the low consciousness of “dare not to corrupt, cannot or do not want to corrupt”, the low internal unity in the implementation process, and the imperfect legal guarantee mechanism. Therefore, we need to improve the leadership mechanism, supervision mechanism and working mechanism,scientifically build the security mechanism of “do not want to corrupt”, do a good job in the connection mechanism between relevant laws and normative documents, and build a diversified corruption punishment and prevention mechanism.
