摘要
忽略韧性诉求成为过往智慧社区建设的关键性缺失。在全球性复合型风险日益迫近的时代背景下,韧性建设和韧性治理才是城市和社区的核心面向和根本诉求,而“智慧”则是其中最基础构件和最本质内涵;未来社区,无疑就是韧性—智慧社区。韧性—智慧社区在时间维度上“平战结合”,在空间维度上“软硬交互”,具有自我感知、预防和独立应对的特质,是韧性和智慧的深度融合,可谓社区治理现代化新标杆。实践中可以从四方面发力:人机融通,推进智慧化善治;网格化网络化统筹,搭建基础信息平台;“平战”转换,强化全周期管理思维;城市—社区协同,形成倍增效应。
Ignoring the demand for resilience has become a key deficiency in the construction of smart communities in the past.In the context of the increasingly imminent global composite risks,resilience building and resilience governance are the core aspects and fundamental pursuits for cities and communities.“Being Smart”is the most basic component and the most essential connotation.The future community will undoubtedly be the Resilient-Smart community,which features“peaceful and war-time”functions in the time dimension and“soft and hard interaction”in the space dimension.They have the characteristics of self-perception,risk-prevention and independent response,representing the deep integration of resilience and smartness,regarded as a new benchmark for the modernization of community governance.In practice,efforts can be made from four aspects:human-machine integration to promote intelligent and good governance;grid-based network planning to build the basic information platform;shift between“peaceful and war-time”functions to strengthen full-cycle management;city-community synergy to form a multiplier effect.
