摘要
[目的]评价2016-2020年内蒙古自治区中医类医院卫生资源配置公平性,为优化内蒙古自治区中医药资源提供参考。[方法]利用集中指数和泰尔指数从人口维度分析内蒙古自治区中医类医院资源配置的公平性。[结果]2016-2020年内蒙古自治区中医类医院机构数、床位数和卫生技术人员数的年均增速分别为6.74%、10.09%和8.02%;每千人口机构数、床位数、卫生技术人员均高于全国同期水平。按人口配置的集中指数为-0.0514~0.1417;总泰尔指数为0.0084~0.0328,各项指标区域内差异贡献率均远高于区域间差异贡献率。[结论]内蒙古中医类医院各项投入总量不断增长,公平性逐渐改善,但区域内卫生资源配置公平性存在差异,蒙东地区公平程度最高,蒙中地区次之,蒙西地区公平性最差,卫生资源配置公平性的改善存在差异。
Objective To evaluate the equity of health resources allocation in traditional Chinese medicine(TCM)hospitals in Inner Mongolia from 2016 to 2020 so as to provide references for optimizing TCM health resources in Inner Mongolia. Methods Concentration index and Theil index according to population were used to evaluate the allocation of health resources in TCM hospitals in Inner Mongolia. Results From 2016 to 2020,the average annual growth rates of the number of institutions, actual beds, and health technicians in TCM hospitals in Inner Mongolia was 6.74%,10.09%,and 8.02% respectively. The number of institutions, actual beds, and health technicians per 1000 population were higher than the national level in the same period. The concentration index according to population was between-0.0514 and 0.1417,the overall Theil index was between 0.0084 and 0.0328. The intra-regional difference contribution rate of each index was much higher than the inter-regional contribution rate. Conclusions The total amount input of TCM hospitals in Inner Mongolia keeps increasing, and the equity of health resources allocation is gradually improved. But there is difference in the equity of intra-regional health resource allocation. The degree of equity in eastern Inner Mongolia is the highest, followed by central Inner Mongolia and western Mongolia is the worst.
