摘要
当前,我国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。我国进入了一个全面建设社会主义现代化国家新征程、向第二个百年奋斗目标进军的新发展阶段。在新的发展阶段,推动疾控体系平衡、充分与高质量发展,必须要完整、准确、全面贯彻新发展理念,坚持新发展理念是关系我国发展全局的一场深刻变革。文章认为,要深刻理解新发展阶段的内涵,必须以习近平总书记关于卫生与健康事业的发展和疾控体系改革的精神为指引,以十四五规划建设为契机,通过创新理念、创新技术和服务、创新治理、创新模式来解决疾控体系的发展动力问题;通过纵向协调、横向协调、平疫协调、理论与实践的协调发展解决疾病防控的发展不平衡问题;通过塑造绿色健康治理和绿色健康理念、构建绿色健康网络、践行绿色健康行动、打造疾病防控绿色软实力来解决人与自然的和谐问题;通过树立开放的视野、构建开放的理论指导体系、打造开放的工作体系和重塑开放的疾控机构解决疾控体系发展的联动问题;通过全民共享、全面共享、共建共享和渐进共享解决疾控体系发展中的社会公平正义问题,进而全面推进疾控体系的平衡、充分与高质量现代化发展。
In the new era,the main social contradiction in our country has been transformed into a contradiction between the people s growing need for a better life and unbalanced and inadequate development.Our country has entered a new development stage of a new journey of building a socialist modern country in an all-round way and marching towards the second centenary goal.In the new stage of development,promoting high-quality development is the fundamental requirement for doing a good job in economic and social development at present and in the future.To promote balanced,sufficient and high-quality development,we must fully,accurately and comprehensively implement the new development philosophy which is a guide for us to find the law,look for the direction,find the path,and pinpoint the key actions.Adhering to the new development philosophy is a profound change related to the overall development of our country.The article believes that in order to deeply understand the connotation of the new development stage,it is necessary to take the spirit of General Secretary Xi Jinping on the development of health and health care and the reform of the disease control system as a guide,and use the 14th Five-Year Plan as an opportunity to practice the new development concept.Solve the problem of the development momentum of the disease control system through innovative technology,innovative governance,and innovative services;solve the problem of unbalanced development of national disease prevention and control system through the coordination,synergy and integrated development of the social level,the social-health level,the general health level,the public health level,and the grassroots public health level.Through practicing the concept of green health,building a green health network,creating green soft power for disease prevention and control,promoting green health management technology,and promoting a green and healthy lifestyle to solve the problem of harmony between man and nature;Solve the linkage problem of the development of the
