摘要
全球治理的区域转向为中国从区域入手参与治理及推进相应的规范建设提供了机遇。澜湄区域是当前中国参与区域治理的先行区。而且,澜湄区域的规范体系在实践中已历经调整,并将处在不断地发展完善中,亦仍有议程空间需要新规范的创建。由此,本文立足于行为体的行为机制,尝试从话语实践维度入手搭建一个行为体,通过推进区域规范建设从而进行区域治理的理论框架,视规范的生成和演进为特定社会背景下行为体的理念及话语互动进程。中国可以创造并利用话语资源,运用身份塑造和话语框定等策略,通过各参与方之间的话语互动推动澜湄规范的建设。同时,作为崛起国的中国也能通过参与澜湄规范等区域规范的建设,借其自下而上对国际规范的反馈渠道,使本国倡导的规范获得合法性,进而为国际规范的建设贡献中国力量。
The regional turn of global governance provides an opportunity for China to participate in the governance and promote norms-building from a regional perspective. The Lancang-Mekong region is a pioneering area for China to participate in regional governance. Moreover, the normative system of the Lancang-Mekong region has been adjusted in practice. It will be developing and improving in a constant way.And there is still space for constructing agenda for new norms. Therefore, this study attempts to construct a theoretical framework for actors to carry out the regional governance by promoting regional norms-building from the perspective of discourse practice. The generation and evolution of norms should be regarded as the interactive process of ideas and discourse of actors in a specific social context. China can use the strategies such as the shaping of identity and the framing of the discourse to promote norms-building of Lancang-Mekong cooperation through multi-party discourse interaction. At the same time, China, as a rising power, can also contribute to international norms-building by participating in regional norms-building and through its bottom-up feedback channel to international norms.
