摘要
基层政府是我国政权的基础,做好基层政府治理工作有利于稳定社会、巩固民心、促进和谐,也是深入推进我国政治体制改革的必然要求。“构建一个什么样的基层政府”“怎样构建人民满意的基层政府”是我党和国家一直以来都在思索与探讨的一个重大问题。而马克思早在一百多年前提出的“廉价政府”思想对于今天推进我国基层政府治理体系改革仍然具有深刻的借鉴意义。在全面深化改革的大时代背景下,加强与规范基层政府治理,转变政府职能,既要继承发扬马克思主义先行者的思想精华和实践经验,又要适时结合新形势下的目标与任务,不断推动基层政府治理体系的制度化、规范化与程序化。
As the foundation of our political power,the grass-roots government is conducive to stabilizing the society,consolidating the people’s will and promoting harmony.It is also an inevitable requirement to further promote the reform of our political system.“What kind of grass-roots government to build”and“how to build a grass-roots government to the satisfaction of the people”are major issues that our party and country have been thinking and discussing.The thought of“cheap government”,put forward by Marx more than 100 years ago,still has a profound reference for today’s reform of China’s grass-roots government governance system.In the context of comprehensively deepening reform,to seriously strengthen and standardize grass-roots government governance and transform government functions,we should not only inherit and carry forward the ideological essence and practical experience of the pioneers of Marxism,but also timely combine the goals and tasks under the new situation to constantly promote the institutionalization,standardization and sequencing of the basic government governance system.
