摘要
巴黎公社实行的人民民主制度,对中国共产党的执政能力建设具有重要意义。毛泽东将我国的国体定为“人民民主专政”,这样就把专政与民主完全结合和统一起来了,体现了对马克思主义的坚持和发展,体现了马克思主义的中国化。邓小平强调发展民主是十一届三中全会以来的基本方针,也是长时期的坚定不移的目标,突破了过去长期以来把民主只作为手段而否定同时是目的的观念。党的十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》,第一次把民主执政与科学执政、依法执政结合在一起,回答了“党如何执政”的问题,并且把这三者与执政为民、清正廉洁等统一起来,共同构成加强党的执政能力建设的总体目标。
The democratic principles followed by the Paris Commune are important to the construction of governing ability of the Communist Party of China. Defining our state system as people＇s democratic dictatorship, MAO Ze-dong succeeded in integrating dictatorship with democracy, thus realizing the development and nationalization of Marxism in China. Breaking away with the traditional concept of taking democracy merely as a means rather than an end at the same time, DENG Xiao-ping set it up both as a basic and long-term principle and as an unswerving aim of the CPC since its 3rd Plenary Session of the llth Central Committee of CPC. It is in the Decision on the Construction of the Governing Ability of the Party, which was made in the 4th Plenary Session of the 16th Central Committee of CPC, that democratic governing, scientific governing and legal governing were for the first time brought together so as to answer the question of “How to Govern for the Party？” and how to integrate them into a general goal of the program with the principles of governing for the people and building an honest and clean government of the people.
