县域义务教育减负政策的执行偏差及深层动因 被引量:9

摘要 中小学生减负是“双减”政策的核心目标,减负政策在县域层面存在执行偏差,而破解政策执行偏差的一个突破口在于协调利益相关者间的博弈。基于对中部某县的典型个案研究,通过856份问卷和30份访谈调查发现:中小学生课业负担在“双减”政策实施后有所减轻,但在书面作业量、考试次数、睡眠时间保障、家庭自主作业等方面存在执行偏差,课业负担总量并未得到根本性缓解。其成因包括:利益相关者间政策认同未统一,评价标准不一致,利益诉求未满足,政策目标与政策工具不连贯。为有效达成“双减”政策目标,应从评价体系、利益诉求和“目标-手段”等三方面入手,合理协调政策利益相关者间的博弈。 Reducing the burden on primary and secondary school students is the core goal of the “Double Reduction” policy, which showcases implementation deviation at the country level.A breakthrough solution to the policy implementation deviation problem lies in coordinating the negotiations among stakeholders.Drawing upon data from 856 questionnaires and 30 interview surveys, this study examines a typical case of a county in central China.The study revealed a reduction in the schoolwork burden of primary and secondary school students after the implementation of the “Double Reduction” policy.Implementation deviation was found in practice with regard to the number of written assignments, frequency of tests, guaranteed sleep hours, and self-directed homework;hence no fundamental progress has been achieved in reducing students’ schoolwork burden.Possible barriers include an absence of a unified policy identification among stakeholders, inconsistent evaluation criteria, unfulfilled interest demands, and inconsistency between policy objectives and policy tools.For effective achievement of the goal of the “Double Reduction” policy, efforts should be made to coordinate the negotiations among stakeholders from three aspects, including evaluation system, interest appeal, and “goal-means” relation.
