摘要
地方炼厂自2015年开始获得进口原油使用权以后,成品油产量持续上升,2020年地方炼厂的汽柴油产量在国内总量中的占比已经达到28%,已经成为中国炼油行业重要的组成部分。对中国地方炼厂的炼油能力变化趋势、原油加工及生产经营情况分析后认为,“十四五”后三年地方炼厂总加工能力将持续增长,到2025年国内地方炼厂总加工能力可达到2.68×10^(8) t/a,汽柴油产量将达到1.2×10^(8) t,将进一步加剧国内市场资源过剩矛盾;成品油运输方式多元化有利于地方炼厂提高销售竞争力;地方炼厂正在加快产品向新材料、新能源领域延伸的步伐。建议政府部门继续严格监管,倒逼落后产能退出;建议主营单位加快炼化业务的结构调整,开始低碳发展新模式。
After local refineries gained the right to use crude oil in 2015,the output of refined oil products continues to rise.In 2020,local refineries accounted for 28%of China’s total gasoline and diesel output,becoming an essential part of China’s oil refining industry.Based on the analysis on the changing trend of refining capacity,crude oil processing,production and operation of local refineries in China,the author deemed that the overall processing capacity of local refineries would continue to increase within three years following the“14th Five-Year Plan”.By 2025,the domestic local refineries would reach 2.68×10^(8) t/a in terms of their general processing capacity,while the gasoline and diesel output may arrive at 1.2×10^(8) t,which would further intensify the contradiction of excess resources in the domestic market;the diversification of refined oil transportation is beneficial to local refineries to enhance their sales competitiveness;local refineries,indeed,are stepping up efforts to extend products to new materials and new energy fields.It is suggested that government departments continue to strictly monitor and force backward production capacity to withdraw;it is also suggested that the main units accelerate the restructuring of refining and chemical business and initiate a new type of low-carbon development.
