摘要
应急预案是应急管理工作的基础,是提升应急工作效率和提高应急处置能力的关键。文章从高速公路运营管理企业编制应急预案的角度出发,对应急预案的核心要素进行探讨,同时结合相关的应急预案编制经验,对组织机构与职责、突发事件分级、应急预案体系与衔接、信息报送、分级响应及措施几个方面进行总结、剖析,梳理编制应急预案的重点难点,并提出相应的对策,从而为高速公路运营管理企业编制应急预案提供参考。
Emergency response plan is the foundation of emergency management and the key to improve disposal efficiency and response capability.This article discusses the core elements of the emergency response plan from the perspective of the expressway operation enterprises'preparation of emergency response plans.Based on the author's experience in the preparation of emergency response plans,this paper discusses the organizational structure and responsibilities,emergency classification,emergency response plan system and connection,classification response and summarizes several aspects of the measures,straighten out the key and difficult points in the preparation of emergency response plans,and puts forward corresponding countermeasures and suggestions,so as to provide reference for the preparation of emergency response plan for highway operating enterprises.
