摘要
基于国家主义分析视角,通过解密历史档案文献,本研究对香港地区高等教育治理问题进行了探析。研究表明:香港地区高等教育大体经历了初创、停滞、发展、扩张、改革、新发展等六个历史时期;在高等教育治理上呈现出国家控制、政府积极不干预、自治与问责、国际化与法治化等特征。着眼未来,香港地区高等教育治理需要构建起与“一国两制”相适应的治理体系,推动跨境师生与社会流动,促进大学服务国家战略需求。
From the perspective of nationalism,this study explores the governance of higher education in Hong Kong by deciphering historical archives.The research shows that higher education in Hong Kong has generally experienced the six historical periods of start-up,stagnation,development,expansion,reform and new development.In different periods the governance of higher education shows remarkable state control,active non-intervention of the government,autonomy and accountability,internationalization and legalization.Looking forward,the governance of higher education in Hong Kong needs to build a governance system compatible with the“one country,two systems”policy,to promote cross-border exchange of teachers and students as well as people from other sectors of society,and to push universities to serve national strategic needs.
