摘要
优化营商环境,是党中央、国务院根据新形势新任务新要求作出的重大决策部署。自成渝地区双城经济圈进入国家战略以来,两地政府聚焦企业关切,陆续出台了多项优化营商环境的政策文件。总体来看,成渝地区双城经济圈优化营商环境的政策工具中,供给型和环境型政策工具占比多、作用大,需求型政策工具占比小、拉动力不够。未来还需加强政府采购、推广试点等政策工具的拉动力,不断平衡和丰富政策工具的结构,发挥政策工具的整体作用。同时,要配合优化营商环境政策体系建设、营商环境评价体系构建,以及进一步凸显政府在构建“亲”“清”新型政商关系中的作为,推进营商环境高质量发展。
Optimizing business environment is a major decision and plan made by the Central Committee of CPC and the State Council in light of new situations,new tasks and new requirements.Since the Chengdu-Chongqing economic circle became the national strategy,the two governments have focused on the concerns of enterprises and issued a number of policy documents to optimize the business environment.In general,among the policy tools used by Chengdu-Chongqing economic circle in optimizing business environment,most focus on supply and environment,few are demand-based.In the future,it is necessary to strengthen government procurement and pilot promotion,continuously balance and enrich the structure of policy tools,and give full play to the role of policy tools.Meanwhile,it is necessary to coordinate with the construction of business environment policy system and business environment evaluation system,focus on a new type of cordial and clean relationship between government and business and promote the high-quality development of business environment.
