“双减”背景下社会组织参与校外培训机构治理的机制研究 被引量:20

Research on the Mechanism of Social Organizations Participating in the Governance of Off-campus Training Institutions Under the Background of“Double Reduction”

摘要 "双减"政策要求在政府主导下,多方联动治理校外培训机构。"双减"政策的落实是一项系统工程。社会组织以其独立性、专业性在教育事务中发挥着越来越重要的作用。随着社会组织参与校外培训机构治理工作的开展,社会组织专业性不强、独立性不足、合法地位尚须加强等问题制约着其职能的发挥。治理视域下,教育主管部门和社会组织分属不同领域,具有各自优劣势,构建以行政监管为主、社会组织参与监测评估的新型治理体系,能够发挥多主体治理的协同效应。对此,可通过加强社会组织参与校外培训机构治理的法律、制度供给,建立资质认证标准,规范准入程序,加强组织自身能力建设,建立健全社会组织参与培训机构治理的机制。 “Double reduction”policy requires government-led multi-party linkage governance of off-campus training institutions.The implementation of the“double reduction”policy is a systematic project.Social organizations play an increasingly important role in educational affairs with their independence and professionalism.With the participation of social organizations in the governance of off-campus training institutions,the weak professionalism,insufficient independence and the need to strengthen the legal status of social organizations restrict their functions.From the perspective of governance,education authorities and social organizations belong to different fields and have their own advantages and disadvantages.Building a new governance system based on administrative supervision and social organizations participating in monitoring and evaluation can play a synergistic effect of multi-agent governance.In this regard,we can strengthen the legal and institutional supply of social organizations to participate in the governance of off-campus training institutions,establish qualification certification standards,standardize access procedures,strengthen the organization’s own capacity-building,and establish and improve the mechanism of social organizations to participate in the governance of training institutions.
