摘要
近年来,为落实以增加知识价值为导向的收入分配政策,进一步推动科技成果转移转化,部分地区、行业开展了事业单位科研人员职务科技成果转化现金奖励的试点。由于主管部门、事业单位、科研人员等各方考虑问题的角度不同,对政策的理解不尽一致,在实施中既取得了成效,也出现了一些问题。特别是在实施现金奖励政策的单位范围、人员范围、提取比例、内部分配比例、领导人员发放管理、内控制度建设等方面,迫切需要进行全面规范。事业单位应结合实际,在充分听取科研人员意见基础上,进一步建立健全现金奖励分配内部管理制度,对具体分配办法、相关流程等作出明确规定,准确界定享受现金奖励的人员范围,合理调节现金奖励的内部分配关系,严格规范领导人员的现金奖励,鼓励引导科研人员积极开展职务科技成果转化活动。
In recent years,in order to implement the income distribution policy oriented at increasing the value created by knowledge and further promote the transfer and transformation of scientific and technological achievements,some regions and industries have launched trials of cash rewards for the transformation of scientific and technological achievements of researchers in public institutions.Due to the different standpoints of the competent departments,institutions,scientific researchers and other parties, there is inconsistency in their understanding of the policies.They have achieved some results and encountered some problems during the implementation.In particular,there is an urgent need to comprehensively standardize the scope of units implementing cash reward policies,personnel,withdrawal ratio,internal distribution ratio,leadership allocation management,and the construction of internal control system.Based on the actual situation and the opinions of scientific researchers,public institutions should further establish and improve the internal management system of cash reward distribution,make clear provisions on the specific distribution methods and related processes,accurately define the scope of personnel enjoying cash rewards,reasonably adjust the internal distribution relationship of cash rewards,strictly regulate the cash rewards of leaders,and encourage and guide scientific researchers to actively carry out the transformation of scientific and technological achievements.
