摘要
对油气管道开展完整性管理工作,及时发现风险并进行治理是预防减少突发安全事故的有效方式。在开展管道完整性管理工作中,发现油气管道建设运维中存在管理认识、技术水平等方面的问题,影响到管道的安全运行。从管道防腐蚀控制、避免第三方破坏、建设期间质量控制、承包商管理、管道保护宣传等方面分析了出现问题的原因,提出了相应的建议对策:加强技术培训、构建形式多样的管道巡护保障体系、严格落实管道附近动土施工相关规定、加强管道防腐预制及建设期间的质量控制、加强项目及承包商管理、加大管道保护宣传力度等,为油气管道的建设、运行管理提供参考,旨在提高管道运行的安全性。
Integrity management is an effective way to prevent and reduce oil and gas pipelines safety accidents,which can find and control risks in time.In the integrity management of pipeline,problems were found on the aspects of management knowledge and technical level in pipeline construction,which affected the safety operation of pipelines.The reasons were analyzed from the aspects of pipeline anti-corrosion control,third-party damage prevention,quality control during construction,contractor management and pipeline protection publicity.Corresponding measures and suggestions were proposed,such as strengthening technical training,constructing various forms of pipelines patrol and guarantee system,strictly implementing the relevant regulations of ground construction near the pipeline,enhancing pipeline anti-corrosion prefabrication and quality control during construction,strengthen project and contractor management,improving pipeline protection publicity and so on.The research provided references for construction,operation and management of oil and gas pipelines,hence the security of pipelines operation were improved.
