摘要
在第四次工业革命的风口,数字化、网络化、智能化技术的颠覆性创新和战略意义给世界政治和各国外交带来了深远影响,催生了技术外交。它注重全球高新技术企业等新兴技术主体的专业和引领作用,具有目标的政治性、任务的全球性和议题的广泛性等特点,致力于根据技术实力、能力和潜力对关乎利益、安全和关系等问题的走向产生影响,并在创新外交理念、改革组织机构、制定外交战略和搭建对话平台等方面开展了阶段性实践,回应了新工业革命对外交变革的要求。但近年来,各国战略竞争在高新技术主战场升级,技术外交也面临美国“技术联盟”的压制和封锁、对话中的话语与立场压力以及高新技术企业参与全球技术治理缺乏合法性等困境。构建人类命运共同体充分体现了第四次工业革命背景下全球命运相依,注重各国及各类国际行为主体为人类的共同发展做出贡献,重新强调了国际合作的人本逻辑,引领中国走出了既满足本国需要又可供各国参考的技术外交路径。从长远来看,这也是突破技术外交困局的根本出路,进一步具象了技术外交的发展前景,对推动人类开展合作、应对共同挑战及实现共同利益具有重要意义。
Along with the trend of the Fourth Industrial Revolution,the disruptive innovation and strategic implications of digital, networked and intelligent technologies have brought profound impact on international politics and diplomacy, catalyzing the emergence of technological diplomacy. Technological diplomacy attaches increasing importance to technology superiority and professional leadership of emerging actors such as global technology companies, has salient features on political aim, global mission and wide-ranging topics,and is committed to influencing the direction of issues regarding interests,safety and relations based on technological strengths,capabilities and potentials. Diplomatic practices have been carried out regarding idea innovation,institutional reform,strategy making and platform building to respond to the demanded changes of diplomacy under the Fourth Industrial Revolution. However,in recent years,the strategic competition among countries has escalated in the main battlefield of new technologies,technological diplomacy faces multiple problems out of the suppression and blockade of the US “Tech Alliance”,the discourse and position pressure in the conversations among different entities, and global technology companies ’ lack of global governance legitimacy. Building a community with a shared future for mankind is the response to a closely-bound world under the Fourth Industrial Revolution’s background.It stresses every country or international entity’s contribution based on their advantages and re-emphasizes the humanist logic of international cooperation, directly leading China to walk on a diplomatic path that not only meets its own needs but also serves as a reference for all countries. In the long run, it is also the fundamental way to overcome the difficulties of technological diplomacy and further visualize its development prospect, which is of great significance in stimulating human cooperation, addressing common challenges and realizing common interests.
