摘要
教育法治既是健全高校治理体系的重要内容和基本载体,也是提升高校治理能力的重要路径和关键策略。当下高校治理现代化正在从“形式法治”向“实质法治”过渡转换,其中面临着法治理念的模糊认知、法治体系的有限适用、法治意识的构造缺失等现实困境。推动和实现新时代高校治理法治化,要坚持以顶层设计来定位法治、以系统集成来布局法治、以循法而行来厉行法治,推动高校法治工作从有法可依走向良法善治。
The rule of law in education is not only an important part and basic carrier for improving the governance system of colleges and universities,but also an important path and key strategy for improving the governance capacity of colleges and universities.At present,the modernization of governance in colleges and universities is going through the transition from"formal rule of law"to"substantive rule of law".In this process,we face realistic difficulties such as vague cognition of the concept of the rule of law,limited application of the rule of law system,and lack of the construction of the consciousness of the rule of law.To promote and realize the rule of law in university governance in the new era,we must position the rule of law with the top-level design,deploy the rule of law with system integration,and enforce the rule of law by strictly following the law,so as to promote the transition from having laws to abiding by the good rule of law.
