摘要
城镇幼儿园布局调整的根本目标是实现学前教育资源均衡优化配置,保证适龄幼儿接受到高质量的学前教育。研究认为:三孩生育政策下我国城镇幼儿园布局调整应坚持教育质量为本、决策程序公正、参与主体多元、弱势群体优先四重价值取向,实现从规模效应转向质量公平、从关注结果转向关注过程、从行政主导转向协同共治、从供给为本转向需求为本。基于幼儿发展为本重塑幼儿园布局调整目标,基于制度化的决策程序强化幼儿园布局调整决策信息的公开,基于多方参与促进幼儿园布局调整的民主性,基于利益相关者诉求构建以需求为导向的学前教育资源供给机制,基于弱势群体权益表达推进幼儿园布局调整的道义化,是当下及未来我国城镇幼儿园布局调整的路径选择。
The fundamental goal of the adjustment of the layout of urban kindergartens is to achieve a balanced and optimized allocation of preschool education resources and ensures that school-age children receive basic and quality preschool education.The study found that under the three-child policy,the layout adjustment of urban kindergartens in my country should adhere to the four-fold value orientation of education quality-oriented,fair decision-making procedures,multiple participants,and priority of disadvantaged groups,so as to realize the shift from scale effect to quality fairness,from focusing on results to focusing on processes,from administrative leadership to coordinated co-governance,and from supply-based to demand-based.Reshape the adjustment goal of kindergarten layout based on the development of children;strengthen the disclosure of decision-making information on the layout adjustment of kindergartens based on institutionalized decision-making procedures;promote the democracy of kindergarten layout adjustment based on multi-party participation;build a demand-oriented approach based on the demands of stakeholders pre-school education resource supply mechanism;promote the moralization of urban kindergarten layout adjustment based on the expression of the rights and interests of disadvantaged groups.These are the path choices for the current and future urban kindergarten layout adjustments in my country.
