摘要
发展文化产业和建设公共文化服务体系被认为是中国文化体制改革取得重大进展的重要标志,也是从文化管理体系向文化治理体系转变的战略路径。两大成就是随着中国文化市场的成长不断调整改革目标和方案的结果,是在中国经济社会结构从计划经济向市场经济转轨和国家对于效率的双重激励下出现的结果。借助历史性和过程性的视角,通过对四十年来中国文化体制的演进过程进行全景式分析,揭示出从文化管理体系向文化治理体系转型背后的市场机制与政府自我调节互动机制的关键作用,通过区分转型国家与后发现代化国家的性质,并将国家文化治理体系纳入现代化道路的规范分析,否定了中国文化治理体系与西方发达国家接轨的流行说法,论证了中国作为转型国家文化治理体系形成的独特性。
The development of the cultural industries and the construction of the public cultural service system are viewed as important symbols of China’s significant achievements in the cultural system reform and China’s strategic pathway shift from the cultural management system to the cultural governance system.The achievements are derived from continuous adjustment of reform goals and plans to conform with the growth of China’s cultural market,as well as China’s economic and social structure transformation from the planned economy to the market one and the government’s dual incentives for efficiency.From a historical and procedural perspective and through the panoramic analysis of China’s cultural system evolvement over the past four decades,the present research reveals that the interactive mechanism between market mechanism and government self-regulation plays a key role in the transformation from the cultural management system to the cultural governance system.By distinguishing the nature of the countries in transition and that of the modern emerging countries,it takes the national cultural governance system into normative analysis of modernization path.On the one hand,it denies the popular claim that China’s cultural governance system is in line with western developed countries;on the other,it demonstrates the uniqueness of the formation of China’s cultural governance system.
