摘要
目的探讨天津市专业公共卫生资源配置的公平性,为天津市“十四五”期间公共卫生资源的有效性配置和优化升级提供循证依据。方法采用基尼系数、泰尔指数、资源集聚度等方法,对“十二五”“十三五”期间天津市公共卫生资源分布与配置的公平性、区域差异程度和集聚程度影响等方面进行综合评价。结果天津市专业公共卫生资源区域分布不均衡,过于集中在市内的6个区,各区的床位总量配置均不能满足区域人口的需求。结论应着重加强区域间卫生资源的布局调整,促进区域内协调发展。
Objective To explore the fairness of the allocation of professional public health resources in Tianjin City,and to provide evidence-based basis for the effective allocation,optimization and upgrading of public health resources in Tianjin City during the 14th Five-year Plan period.Methods Gini coefficient,Theil index and resource agglomeration degree were used to comprehensively evaluate the fairness,regional difference and agglomeration degree of public health resources distribution and allocation in Tianjin City during the 12th Five-year Plan and the 13th Five-year Plan.Results The regional distribution of professional public health resources in Tianjin City was uneven,which was too concentrated in 6 districts in the city.The allocation of total beds in each district could not meet the needs of regional population.Conclusion It is suggested to focus on strengthening the adjustment of inter regional health resource distribution,and promoting the coordinated development within the region.
