摘要
基层公安机关在基层社会治理中发挥着重要作用。基层公安机关在面对基层治理问题与新时代党和国家对于公安机关的新定位、新要求时,必须要建立与新时代要求相适应的警务运行模式。从组织体系、运行机制、综合保障三个方面分析B市“两队一室”基层警务运行模式,以该模式具有的党建引领、协同化、能动化、精细化创新逻辑与特征,向基层警务运行模式创新提供较为完善的实践模板,为基层警务创新提供了方向。
Grassroots public security organs play an important role in social governance.It is essential to build an operating mode,which is suitable for the new orientation and requirement of Communist Party of China for the public security organs,facing grassroots governance issues.This paper analyzes the basic level security operating mode of B city“Two Teams and One Office”from the perspectives of organizational system,operating mechanism and comprehensive support.With the innovation logic and characteristics of the guidance of party building,coordination,comprehensive support,this mode provides a relatively complete practice template and clear direction to the innovation of the operating mode to the grassroots policing.
