摘要
美国是世界上最大的经济体,也是北极理事会的成员,其北极政策的变化对北极能源治理产生了重大影响。本文以历任美国总统的任期为时间轴,回顾了冷战以来美国的能源政策,结果显示:总体上北极已经从美国的战术位置逐渐向航运、能源、生态和军事利益方面多样化发展。尽管北极地区的安全仍是重中之重,但是世界潮流的变化和总统独特的治理理念,使美国北极能源政策发生了重大变化。相比于小布什的保守中立、奥巴马的消极,特朗普受自身利益与选票驱使,偏好积极的北极能源政策。在分析现行北极能源政策的利益驱动与未来走向后,展望中美贸易争端下两国能源合作的前景以及对“冰上丝绸之路”的影响。
The United States is the world’s largest economy and a member of the Arctic Council, and the changes in its Arctic policy have had a major impact on its arctic energy governance. This paper reviews the energy policy of the United States since the Cold War, taking the terms of the successive American presidents as the timeline. It finds that, in general, the Arctic has gradually diversified from the tactical position of the United States to shipping, energy, ecological and military interests. Although the security of the Arctic region remains a top priority, the changes in world trends and the President’s unique governance philosophy have led to significant changes in the US arctic energy policy.Compared with Bush’s conservative neutrality and Obama’s negativity, Trump prefers an active Arctic energy policy driven by his own interests and votes. This paper analyzes the interest drive and future trend of the current Arctic energy policy, and looks into the future of energy cooperation between China and the United States in the context of trade disputes and the impact on the ice Silk Road.
