摘要
为分析我国暴雨洪涝灾害的变化情势,进一步加强暴雨洪涝灾害管理,利用水旱灾害公报等统计公报与新闻报道、网络媒体等多种途径结合获取的资料,梳理2020年主汛期发生的主要江河洪水编号事件与城市内涝事件,分析其时空分布特点,并对比历史灾害数据,探究我国暴雨洪涝灾害的情势特征。结果表明,2020年主汛期城市暴雨洪涝灾害事件的发生,时间上集中在7、8月中旬,空间上集中在西南、华东地区,其中四川省、安徽省尤为突出;2020年主汛期汛情严重,其呈现出极端性增强、流域洪水趋于严重的新特征,这反映了气候变化和人类活动条件下我国暴雨洪涝灾害管理方面面临的新挑战。
In order to analyze the new changing situation of rainstorm and flood disaster in China and further strengthen the management of rainstorm and flood disaster, based on the data obtained from flood and drought disaster bulletin and other statistical bulletin, news reports, network media, this study summarizes the major river flood number events and urban waterlogging events in the main flood season of 2020, analyzes their spatial and temporal distribution characteristics, and compares historical disaster data to explore the situation characteristics of rainstorm and flood disasters in China. The results show that in the main flood season of 2020, the occurrence of urban rainstorm and flood disaster events is concentrated in mid July and mid August, and spatially concentrated in southwest and East China;In 2020, the main flood season has a serious flood situation, which presents the new characteristics of extreme enhancement and basin flood tends to be serious, which reflects the new challenges faced by China’s rainstorm and flood disaster management under the conditions of climate change and human activities.
