摘要
在全球化格局大调整、科技创新加速叠加新冠疫情大暴发的背景下,全球城市迭代加速进入3.0版,中国也进入到 “双循环”时期的高水平开放新阶段。上海作为中国改革开放的最前沿,在新时期再次承担起新的历史重任。上海全球中心城市建设要加快从打基础阶段进入主导和引领阶段,进而成为全球性枢纽,要解决开放重点领域的国际化、制度体系的国际接轨和对长三角区域的强带动引领等问题。上海要自上而下重点从适应后疫情时代调整发展理念和战略,进一步释放自贸区效应,做大做强金融功能、强化功能性平台的全球资源配置能力和打造吸引国际人才的舒适便捷环境等几方面发力。
Under the background of the great adjustment of globalization pattern,the acceleration of science and technology innovation and the outbreak of COVID-19,the global city iteration has entered the 3.0 version,and China has also entered the new stage of high-level opening in the “Double cycle”period.As the forefront of China’s reform and opening-up,Shanghai once again takes on a new historical task in the new era.The construction of Shanghai as a global center city should accelerate from the foundation stage to the leading stage,and then become a global hub,we should solve the problems of internationalization of key areas of opening-up,international convergence of system and strong impetus and guidance to the Yangtze River Delta region.Shanghai should adjust its development concept and strategy from the top down and focus on adapting to the post-epidemic era,and further unleash the effects of the free trade zone,enlarge and strengthen the financial function,strengthen the configuration ability of the functional platform and create a comfortable and convenient living environment to attract international talents.
