摘要
拜登政府执政以来,中美关系非但未像人们期待的那样回归常态,反而在进一步恶化,全面竞争态势进一步加剧。拜登政府虽继续宣称坚持一个中国政策,但美台实质关系在进一步深化:美台“政治关系”不断推进;重启“贸易与投资架构协定”谈判,美台经贸关系走向深入;强化对台“安全承诺”,美台安全合作日益深化;支持台湾“拓展国际空间”的力度进一步加大,支持台湾参加联合国体系;加强与盟国的协调,在台湾问题上对中国大陆联合施压。多种因素将会影响美台关系的未来走势:美国会继续打“台湾牌”,强化对华竞争的意识形态色彩;美国还会继续渲染所谓中国大陆对台湾地区的“军事威胁”,提升美台安全合作;台湾当局将继续以大搞“价值观外交”、渲染中国大陆“军事威胁”等方式,冲撞大陆的底线;台湾当局“深耕”美国社会的努力也会影响美国对台政策和美台关系的发展;美国国会的涉台立法行动对美台关系产生的影响也不容小觑。所有这些都将对中美关系产生深刻影响。
The China-U.S.relations failed to get back on track as expected in the first year of the Biden administration.However,the relations are becoming worse with an all-out competition.The Biden administration claimed the U.S.commitment to“One China Policy”,though its ties with Taiwan have been substantially strengthened in various respects.The U.S.revived the negotiation on Trade and Investment Framework Agreement with Taiwan,substantialized its defense commitment to Taiwan with expanding and deepening military cooperation,supported Taiwan to expand its socalled“international space”,especially within the UN system,and also coordinated with America’s allies on Taiwan question to exert joint pressures on Chinese mainland.Looking ahead,multiple factors would be crucial for the development of U.S.-Taiwan relations.On the U.S.side,the“Taiwan Card”would be given more priority to intensify its ideological competition with China and the military cooperation with Taiwan would be continually strengthened with overstatement of“China Military Threat”.As for Taiwan,value-oriented diplomacy would be wielded excessively to defame the mainland and to create more political compassion within the U.S.to favor Taiwan.In this context,the U.S.Congress would exert greater influence on U.S.-Taiwan relations through legislative efforts.
