摘要
高校教师退出机制不健全、出口不畅,是人事制度改革的最后一公里难题。作为凸显组织目标性的重要手段,高校教师退出机制的长效发展正遭遇认知、制度、行动、信任等内外部双重困境。以组织合法性理论为视角,对这一矛盾的合法性进行分析具有适切性。合法性困境的解决可以从转变观念、制度先行、执行有力、程序合法等方面着手,以此全方位保障教师退出机制的建立与实施。
The imperfect withdrawal mechanism of university teachers and the sluggish export are the“last mile”problems in the personnel system reform.As an important means to highlight organizational goals,the long-term development of college teachers'withdrawal mechanism is encountering internal and external double crises such as cognition,system,action and trust.From the perspective of organizational legitimacy theory,it is appropriate to analyze the legitimacy of this contradiction.To solve the crisis,we can start from the aspects of changing ideas,putting the system first,implementing forcefully,and legal procedures,so as to guarantee the establishment and implementation of teachers'withdrawal mechanism in an all-round way.
