摘要
“粮改饲”试点工作是农业供给侧结构性改革的有效载体和推手,是近年来国家出台的农业产业结构调整政策,事关种、养、加一体化协调发展。姚安县作为国家“粮改饲”试点县近四年,圆满完成下达的任务指标,促进了肉牛产业发展和农业产业发展。但仍存在诸多问题,如“粮改饲”政策持续性不确定、种植户对青贮玉米品种及种植技术认识不足、缺乏系统的品比试验而品种选择难、基础设施和机械设备配备难。通过宣传和组织培训,积极引导资金投入,同时强规划、促创新、求发展、压实责任、落实工作等措施,加强组织领导,抓实规划布局和项目任务下达,完成了姚安县年度“粮改饲”任务,提高了肉牛存栏量,推动了肉牛产业发展;同时推动了农业产业融合发展,助推乡村振兴,减轻了农业面源污染,改善了人居环境,综合效益显著。
The pilot work of“Grain to Feed”plan is an effective carrier and promoter of agricultural supply and structural reform,which is one of the agricultural industrial structure adjustment policies issued by China in recent years,related to the integrated and coordinated developments with planting,feeding and product processing.Yao’an county,as a national pilot county of“Grain to Feed”plan in the past four years,the assigned tasks was successfully completed to promote the development of beef cattle and agricultural industry.However,there are still many problems,such as the uncertainty of the sustainability of the“Grain to Feed”plan,the lack of farmers’understanding of the silage corn varieties and planting technology,lacking the systematic varieties comparison test to select suitable varieties,and the difficulty of infrastructure and mechanical equipment allocation.It was suggested to carrying the measures:publicity and training,actively guide and capital investments,strengthening planning and promoting innovation,compacting responsibilities,implementing work and other measures,with strengthening the organization and leadership,paying close attention to the planning and layout.Completing the tasks assigned by the“Grain to Feed”project annually,it has greatly promoted the development of beef cattle industry in Yao’an county,increased the numbers of beef cattle raising,promoted the development of beef industry and the integration of agricultural industry and rural vitalization,reduced the agricultural non-point source pollution,improved the living environment,and achieved remarkable comprehensive benefits.
