摘要
加入世界贸易组织(WTO)展现了中国深化改革扩大开放的坚定决心和主动参与国际竞争与合作的积极姿态。中国过去二十年参与WTO经历了融入跟随、建设倡导和贡献引领三个阶段。中国在融入跟随阶段切实履行加入承诺,积极参与多哈谈判;在建设倡导阶段逐渐进入核心决策圈,全面运用WTO规则;在贡献引领阶段尝试在WTO发挥引领作用,争取把握国际规则制定主导权。展望未来,中国应从思想上、态度上、行动上、议题上、舆论上加强对WTO工作的参与。
Accession into the World Trade Organization(WTO) exemplifies China’s firm determination to deepen domestic reform and open wider to the outside world and its active attitude to participate in international competition and cooperation. In the past 20 years, China’s participation in the WTO has gone through three stages of integration,construction and contribution. It has grown from the follower, to the builder and the contributor of the international rules. In the first phase, China has earnestly fulfilled its accession commitments and actively participated in the Doha negotiations. In the second phase, China has gradually entered the core circle of decision-making, comprehensively applied WTO rules. It has been trying to play a leading role in rule-making afterwards. Looking into the future, China should continue to firmly support the multilateral trading system, maintain the WTO’s main channel role in international rule-making, participate as a trading power, and promote the liberalization and facilitation of global trade and investment. It should adhere to the political identity of developing countries, update the WTO rules to reflect the interests of developing members, give full play to China’s institutional advantages, and participate in the WTO reform with a more active and open attitude. It should attach great importance to establishing a narrative framework with Chinese characteristics, and amplify the voice of China on international stage commensurate with its comprehensive power and international status.
