摘要 随着大数据的飞速发展,为贯彻落实国家大数据战略思想,更好地响应数据驱动创新,我国逐步在国家层面加强和规范科学数据管理工作。军事科学数据作为科学数据的重要组成部分,对军事科技创新产生的价值不容小觑,应被视为重要的战略资源和资产进行合理有效的管理。为填补当前军事科学数据管理机制研究领域的空白,着眼发挥军事科学数据的潜在价值,加强科技创新资源的优化配置,本文充分借鉴国内外相关经验做法与研究成果,重点分析其基础内涵、本质特点与当前痛难点,从理论研究和论证设计层面对军事科学数据的管理组织机构体系、强制汇交机制及安全共享服务体系三方面展开系统的研究,以期为军事科学数据建设治理和深化应用推进提供一定支撑。 Because of the rapid pace of big-data developments,it has become necessary for China to strengthen and standardize the management of scientific data on the national level to keep up with data-driven advances and implement a national big-data strategy.Military science data are an important type of scientific data,and they are a significant driver of innovations in military science and technology.Therefore,these data should be viewed as an important strategic resource and managed in a rational and effective manner.To fill the void in the literature on data management mechanisms for military science data,this paper draw on relevant experiences,practices,and findings in China and abroad to provide an in-depth analysis of the fundamental connotations,characteristics,and difficulties of managing military science data.The aim is to realize the potential of military science data and improve the allocation of science and technology resources.Furthermore,three aspects of military science data management are studied systematically on the theoretical and practical levels:its system of managerial organizations,mandatory submission policies,and secure sharing services.The findings of this study should help advance the management and application of military science data.
