我国军民科技协同创新政策法规建设现状与优化对策 被引量:1

摘要 军民科技协同创新是贯彻军民融合发展战略、创新驱动发展战略与科技兴军战略的重要举措,政策法规是推动军民科技协同创新的制度保障和环境支撑。我国已初步建立起以基本政策法规为引领、领域政策法规为骨干、配套政策措施为支撑的军民科技协同创新政策法规体系,其中基本政策法规引领发展、重点领域政策法规取得突破、配套政策措施逐步完善,但还存在政策法规不完备、难以适应协同创新发展要求、执行落实存在偏差等问题,需要强化政策法规前瞻性引导性,增强政策法规针对性协调性,推动政策法规落实监督,建设“系统完备、衔接配套、协调发展”的军民科技协同创新政策法规体系。 Military-civilian Collaborative Innovation in science and technology is an important measure to implement the strategy of Civil-Military Integration,innovation-driven development,and the strategy of rejuvenating the military through science and technology.Policies and laws are the institutional guarantee and environmental support to promote Military-civilian Collaborative Innovation in science and technology.China has initially established a Military-civilian Collaborative Innovation in science and technology policy and laws system guided by basic policies and laws,field policies and laws as the backbone,and supporting policies and measures as the support.The basic policies and laws led the development,breakthroughs have been made in key fields,supporting policies and measures are being improved gradually.There are still some problems include the lack of policies and laws,difficulty adapting to the collaborative innovation requirements,and deviations in implementation.It is necessary to strengthen the prospect and guidance,enhance the pertinence and coordination of policies and laws,and promote the implementation and supervision to build a policy and laws system of the Military-civilian Collaborative Innovation in science and technology with a complete system,connection and supporting and coordinated development.
