摘要
在全球应对气候变化和碳中和目标压力下,东南亚在推动绿色低碳能源转型中也不甘落后,但由于各国能源条件、经济基础和对国际敏感性的差异,转型程度各不相同。氢能作为战略新兴能源已在世界范围内引发剧烈的技术影响与地缘变革,作为来源可控的二次能源载体正在撬动全球能源权力版图。把氢能引入国家能源角色的概念和划分标准,能源角色可以按照初级、中级和高级阶段依次划分为反对者、消极抵抗者、中立者、附属者、跟随者、合作者等8个类型,氢能是界定能源角色的核心要素,不同角色的减排力度和能源友好程度依次递增。将东南亚国家实际转型行动进行详细归纳梳理,可以辨识东南亚各国能源角色的不同定位和冲突内涵,说明氢能与国家能源转型之间的隐含逻辑关系。中国应帮助东南亚能源角色冲突或错位的国家进行调整、巩固及升级定位,从而在气候能源领域扩展对周边地区的国际影响力。
Under the global pressure of climate change and“carbon neutrality”,Southeast Asia is not far behind in promoting green energy transition,but the degree of transition varies among countries due to differences in energy conditions,economic base and international sensitivity.This paper points out that hydrogen energy as a strategic emerging energy source has triggered dramatic technological changes and geopolitical impacts worldwide,and is shaping the global energy power landscape as a secondary energy carrier with a controlled source.This paper inserts hydrogen into the concept and criteria of national energy roles,classifying them into eight types of energy role,such as opponent,passive resister,neutral,affiliate,follower,collaborator,regional leader and global leader,with increasing emission reduction efforts and energy friendliness,of which hydrogen is one of the core elements in defining energy roles.The actual transformative actions of Southeast Asian countries are divided and sorted out in detail,and based on the comprehensive analysis of energy status and energy willingness,different positions and role conflicts of energy roles can be derived and was able to illustrate the implicit logical relationship between hydrogen and national energy transitions.China could help Southeast Asian countries with conflicting or misplaced energy roles to adjust,consolidate and upgrade their positioning,which will at the same time become an important way to expand China’s international influence in the field of climate energy around the neighborhood.
