摘要
以“治理”为核心的新公共管理话语为志愿者参与社区教育公共事务的管理提供了学理基石和思想资源。通过建构社区教育治理的实践共同体模型,对参与治理的主体动因、作用过程和结果处理进行阐释。在实践共同体中,政府基于行政体制改革需要而成为推动志愿者参与社区教育治理的主导力量,其他参与主体需要志愿者提供人力资源支撑,而参与社区教育治理则是志愿者基于公民自我治理需求的行动表达。为进一步推动志愿者参与社区教育治理,应完善志愿者组织管理保障的制度建设,加强枢纽型社会组织的内部治理能力建设,并建立志愿者的终身学习支持系统。
The new public management discourse centered on “governance” provides the theoretical foundation and ideological resources for volunteers to participate in the management of public affairs in community education. Through the construction of a community of practice model of community education governance, this paper explains the main motivation, process and result of participation in governance. In the community of practice, the government has become the leading force to promote volunteers to participate in community education governance based on the needs of administrative system reform, other participants need volunteers to provide human resources support, and participation in community education governance is the action expression of volunteers based on the needs of citizen self-governance. In order to promote the participation of volunteers in community education governance, it is necessary to improve the construction of management guarantee system of volunteer organizations, strengthen the construction of internal governance capacity of hub-type social organizations, and establish a lifelong learning support system for volunteers.
