摘要
三级公立医院绩效考核是国家推进医院高质量发展的重要工作安排,笔者探讨公立医院绩效考核对日间手术发展的影响及改进策略。以S医院为例,在日间手术发展现状研究的基础上,结合三级公立医院绩效考核在日间手术上的指标标准,从日间手术国家政策、运营管理模式、支付与补偿方式等方面对其发展中存在的问题进行研究。各医院应以三级公立医院绩效考核为契机,积极落实国家绩效考核指标导向要求,稳步提高日间手术占比,提升医疗服务效能与品质;卫生主管部门应完善日间手术配套政策,构建统一标准的日间手术质量评价体系,规范发展日间手术,推动医院高质量发展。
Performance appraisal in grade-three public hospitals is an important work arrangement for the country to promote the high-quality development of hospitals.This paper discusses the influence of performance appraisal in public hospitals on the development of day surgery and its improvement strategies.Taking S Hospital as an example,on the basis of the research on the development status of day surgery,combined with the indicators and standards of day surgery in performance appraisal of grade-three public hospitals,the problems in the development of day surgery were studied from the aspects of national policy,operation management mode,payment and compensation mode,etc.All hospitals should take the performance appraisal of grade-three public hospitals as an opportunity to implement actively the orientation requirements of national performance appraisal indicator,improve steadily the proportion of day surgery,and improve the efficiency and quality of medical services.And the health authorities should improve the supporting policies of day surgery,construct the unified standards for the quality evaluation system of the day surgery,standardize the development of day surgery,and promote the high-quality development of hospitals.
