摘要
生态文明建设是关系中华民族永续发展的根本大计,绿色低碳转型成为青海省担当“国之大者”重任和高质量发展的必然选择,科学测算绿色GDP、准确界定资源、环境、生态投入产出效益,对于青海深入实施“一优两高”战略具有重要意义。基于SEEA(2012)框架体系,构建了青海省绿色GDP核算指标体系,通过直接市场价值和替代市场价值相结合的价值核算方法,测算出了2000—2020年青海省绿色GDP,并对其演化趋势和影响因素进行分析。结果显示:1)从总量上看,青海省传统GDP和绿色GDP均呈现上升趋势,二者的差距在不断拉大。这表明青海经济发展和生态保护取得了一定成效,经济结构也得到了优化调整;2)从增速上看,传统GDP和绿色GDP均呈现出“倒U型”增长趋势,且传统GDP达峰时间早于绿色GDP,青海经济发展经历了“重发展”—“重生态”—“生态经济协调”的阶段性演变,未来需要通过经济转型和技术创新等手段不断开发生态经济的潜在增长空间;3)从构成上看,生态保护效益是绿色GDP增长变动的最主要因素,其中湿地生态价值贡献最大。青海省需要发挥生态优势,积极探寻生态价值转化的途径。
The Construction of ecological civilization is the essence of the relationship between sustainable development of the Chinese nation, green low carbon transformation into a bear “the head of the” burden of Qinghai province and the inevitable choice of high quality development, the scientific measurement of green GDP,accurate definition of resource, environment and ecology input and output efficiency, to further implement the strategy of “one optimal projects” in Qinghai is of great significance.Based on SEEA(2012) framework system, this paper constructs the green GDP accounting index system of Qinghai Province, calculates the green GDP of Qinghai Province from 2000 to 2020 through the value accounting method combining direct market value and alternative market value, and analyzes its evolution trend and influencing factors.The results show that:(1)From the total amount, both traditional GDP and green GDP in Qinghai province show an upward trend, and the difference between them increases.This shows that Qinghai’s economic development and ecological protection has achieved certain results, and the economic structure has also been optimized and adjusted.(2)In terms of growth rate, both traditional GDP and green GDP show an “inverted U-shaped” growth trend, and the peak time of traditional GDP is earlier than that of green GDP.Qinghai’s economic development has experienced the phased evolution of “attaching importance to development”-“attaching importance to ecology”-“ecological economy coordination”.In the future, it is necessary to develop the potential space of ecological economy by means of economic transformation and technological innovation.(3)From the perspective of composition, the ecological protection benefit is the most important factor of the change of green GDP growth, and the ecological value of wetland contributes the most.This enlightenment we should pay attention to the ecological advantage of the play, actively explore the way of ecological value economy transformation.
