摘要
[目的/意义]跨境电商是发展速度最快、潜力最大、带动作用最强的外贸新业态,已经成为外贸发展的新动能、转型升级的新渠道和高质量发展的新抓手。但我国外贸情势依然错综复杂。为培育外贸竞争新优势,扎实推进跨境电商综试区建设,对跨境电商综试区政策的实施效果展开效应评价分析很有必要。[方法/过程]本文选取2015—2019年设立的59个跨境电商综合试验区为研究对象,应用多期双重差分模型从国家层面设立综合试验区及地方层面实施政策两个角度依次评价政策效应,并探讨不同综合试验区的跨境电商政策效应差异。[结果/结论]第一,在综合试验区政策效应方面,综合试验区的设立对跨境电商发展具有显著促进作用。第二,在城市属性方面,城市地理区位差异、城市规模大小与“一带一路”倡议的实施效果会影响跨境电商政策效应;相较于东部城市,综合试验区政策更能促进中部、西部、东北部地区城市经济发展;相较于“一带一路”城市,综合试验区政策在非“一带一路”沿线城市的政策效应更加显著。
[Purpose/significance]Cross-border e-commerce is a new form of foreign trade with the fastest growth,the greatest potential and the strongest driving force.It has become a new driving force for foreign trade,a new channel for transformation and upgrading,and a new lever for high-quality development.However,China’s foreign trade situation is still complicated.In order to cultivate new competitive advantages in foreign trade and steadily advance the construction of the cross-border e-commerce comprehensive pilot zone,it is necessary to carry out effect evaluation and analysis on the implementation effect of it.[Method/process]This paper selects 59 cross-border e-commerce comprehensive test areas established from 2015 to 2019,applies the multiphase DID model to evaluate the policy effects from the two perspectives of the establishment of comprehensive test areas at the national level and the implementation of policies at the local level.The differences in cross-border e-commerce policy effects in different comprehensive test areas are discussed.[Result/conclusion]First,in terms of the policy effect of the comprehensive pilot zone,the establishment of the comprehensive pilot zone has a significant role in promoting the development of cross-border e-commerce.Second,in terms of urban attributes,the policy effect of cross-border e-commerce will be affected by differences in urban geographical location,city size and implementation effect of the“Belt and Road”initiative——Compared with the eastern cities,the comprehensive pilot zone policy can promote the economic development of cities in the central,western and northeastern regions;Compared with the“Belt and Road”cities,the comprehensive test area policies have more significant policy effects in non-“Belt and Road”cities.
