摘要
《关于完整准确全面贯彻新发展理念做好碳达峰碳中和工作的意见》(简称《意见》)和《关于印发2030年前碳达峰行动方案的通知》的发布,标志着中国“1+N”的“双碳”政策体系形成,并进入实质性实施阶段,各级行政主体与各重点行业“双碳”目标的实施方案将有据可依。首先对《意见》进行解读,理清其原则、举措和保障体系,并进一步对“1+N”政策体系对石油石化行业的影响进行分析;其次,对石油石化行业低碳发展面临的挑战进行分析;最终结合《意见》解读与挑战分析,从政府和企业两个角度对石油石化行业落实“双碳”行动方案、开展绿色低碳转型提出实施建议。
The release of Opinions on Fully, Accurately and Comprehensively Implementing the New Development Concept to Achieve Peak Carbon Emission and Carbon Neutrality(hereinafter referred to as Opinions)and Notice on the Issuance of the Action Plan of Peak Carbon Emission by 2030 symbolizes the formation of Chinese “dual-carbon”policy system featuring “1+N” which has also been under operation. This provides basis for the operation plan to realize the “dual-carbon” goal by each administrative subjects and various kinds of sectors. Firstly, the author of this paper has interpreted Opinions and streamlines the principle, measures and guaranteeing system, and has also analyzed the influence of the policy system of “1+N” on the petroleum and petrochemical industry;besides, the challenges brought by low-carbon development of petroleum and petrochemical industry have also been elaborated;finally, the author has offered suggestions of operation on implementing the “dual-carbon” action plan and carrying out the green and low-carbon transformation in the petroleum and petrochemical industry from the perspective of government and business.
