摘要
目的:通过分析2012~2020年药品监管队伍培训情况,整理学员需求及建议,为进一步建立完善的药品监管培训体系提供参考依据。方法:统计分析2012~2020年国家药品监督管理局高级研修学院系统内培训班的参训人数、培训时长、参训人员结构层次、教学评估、教师评估、学员培训需求及建议等指标。结果:2018年机构改革后,随着监管科学的发展和相关文件的出台,参训人数显著增加,培训时长显著增长,参训人员结构层次改变,学员对实训的需求增加。结论:国家对药品监管体系建立和监管能力提升高度重视,各地培训需求大幅增加,建立完善的监管队伍培训体系,转换知识输出模式,提高师资授课水平是提升监管人员能力和素质的重要依托。
Objective:To offer insight for improving the training system for drug regulators by analyzing the training programs organized from 2012 to 2020 and sorting out the needs and suggestions of trainees.Methods:Statistical analysis was made of training programs tailored for the drug regulatory system held by the NMPA Institute of Executive Development from 2012 to 2020,in terms of the number of participants,training duration,professional background of participants,evaluation of training contents and instructors,the needs and suggestions of trainees and other factors.Results:Following the institutional reform of 2018,with the development of regulatory science and the issuance of relevant documents,there has been a rise in the number of trainees,the duration of training programs and the demand for practical training courses;the professional qualifications of participants have also changed.Conclusion:The State attaches great importance to establishing the drug regulatory system and improving capacity,and there have been rising demands for training programs nationwide.Establishing a sound training system for drug regulators,changing the knowledge output mode and improving the instruction quality provide important support for enhancing the capacity and qualifications of regulators.
