摘要
通过普查全国东中西部、省市县级共2528家食品药品监管机构发现,目前全国各级食品药品监管机构执法装备配备水平普遍较低且结构不平衡,与国家配置标准仍存在较大差距;办公设备的配备要明显好于监测执法装备的配备水平;执法基本装备配备水平区域性差异明显。执法装备资源存在的这些问题势必会影响监管工作的正常开展。为更好地履行监管机构的职能,建议以加大标准建设为重点,合理调整配备结构,实现执法装备功能可及的分布建设目标。
Through the survey on 2528 food and drug administrations from different areas （ eastern, middle and western part of China） and different levels （provincial, municipal and county） , it had found that the enforce- ment equipments of food and drug administrations in China are in a small number and imbalance structure with a gap on allocation standard. The office equipment is better than the inspection enforcement equipment. The regional gap is existing on their equipment allocation. In order to improving their function performance it is needed to focus on stand- ard allocation establishment, reasonable adjustment allocation structure, for the purpose to realize the establishment objective of enforcement equipment allocation.
