摘要
工程总承包作为深化建设项目组织实施方式改革的重要抓手,在各个行业全面推广,已成为国家对工程建设领域规划发展的重要举措,民航建设工程市场也开展了对工程总承包模式应用的理论与实践探索。本文简述了民航开展工程总承包的背景,并结合行业的特点分析了民航行业开展工程总承包的优势以及可能面临的问题。最后,分别从行业主管部门、行业内设计施工主体以及行业内建设单位三个角度,提出了相应的对策与建议,助力民航建设工程市场科学推行总承包。
As an important strategy for deepening the reform of the organization and implementation of construction projects,general engineering contracting was comprehensively promoted in various industries and has become an important measure of the country’s planning and development in the field of engineering construction.The civil aviation construction field also started to develop theories on the application of general engineering contracting.This article briefly described the background of civil aviation’s general engineering contracting.Combining the characteristics of the industry,this article analyzed the advantages of civil aviation industry’s general engineering contracting and the problems that it may face.Finally,corresponding countermeasures and suggestions were put forward from the three perspectives of the competent department of the industry,the main body of design and construction in the industry,and the construction unit in the industry,to help the civil aviation construction market scientifically promote general contracting.
